I refer to Severs' letter of 22nd October last year addressed to Mitchell of the Ministry of Transport, a copy of which he sent to you, on the subject of the complex problem of liabilities arising out of requisitioned and other ships destroyed at Hong Kong in December, 1941.

2. I wonder if you can tell me whether there have been any developments since then? My reason for asking is simply to ascertain whether there is any likelihood of the Admiralty being required to contribute, during either this financial year or next, some proportion of the compensation that the Hong Kong Government might have to pay.

3. I shall be grateful for an early reply.
